
Under the direction of the Director of Public Works, oversees and directs the activities of Utility Division staff and the planning, design, operation, and maintenance of stormwater and sanitary utility systems. Directs staff in the review of all private developments for stormwater and erosion control plans and site utility plans. Directs and oversees the work of Sewer section personnel responsible for maintenance, inspection, and operation of pump station, sewer, and stormwater systems. Ensures compliance with WDNR stormwater and sanitary
permits. Directs the City’s Geographic Information System staff. Oversees resiliency and sustainability staff.
This position oversees the City’s Resiliency Coordinator and sustainability efforts. Currently, the City is administering grant-funded projects totaling over $3 million to improve flood and coastal resiliency, while restoring native habitat. This position is directly responsible for overseeing the implementation of those projects. Other sustainability efforts that this position oversees include the implementation of the City’s Green Stormwater Infrastructure Plan and support for Clean Energy Plan implementation.
This position is responsible for sewer and stormwater infrastructure at Lambeau Field, which played a huge part when Green Bay held the NFL Draft.
The Utility Division has two full-time GIS staff members who are on the cutting edge of GIS within the City. Staff is continuously vetting new technology to improve operations and efficiencies. This position would lead those efforts. The Utility Division manages its own sewer televising and maintenance within the Sewer Section. In 2026, the Utility Division made the move to IT Pipes software to improve the engineering reviews and data management of televising records.
